Front-line healthcare worker

Serving others as a nurse has been my life’s work.

I was one of the first responders treating victims of the Oklahoma City bombing at St. Anthony’s hospital the day of the tragedy.  I witnessed the horrific trauma victims experienced, but also how policies implemented at the highest levels of an organization can empower front line healthcare workers giving them the training they need to save lives.

When I began working at…

When I began working at the Winchester Medical Center, emergency drills were happening only at the administrative level. Under my leadership, I developed and assisted the hospital with its disaster preparedness and made sure that drills included front line workers and nursing staff since they are the ones responsible for so much of the immediate care patients receive in a crisis.  

During my time as Vice President of Patient Care, I led the WMC team to MAGNET status (the highest level of nursing that can be achieved).

Even though I worked in health-care until 2013, I continue to hold an active RN license and during the Covid-19 pandemic, I was part of the vaccine team at Shenandoah University and Apple Blossom Mall

Passionate Educator

In 2020, Laurel Ridge called on me to be Interim Director of Health Professions. With my team we were able to graduate the nursing staff, first responders,  and phlebotomists, and equip them to join the front lines of the pandemic.

Previously, while living overseas during my husband’s deployment, I spent 3 years teaching English as a second language.

As town council member I want to…

As town council member I want to work closely with schools to support their annual budget, provide alternative Education Programs and improve access to STEM in growing our future citizens. 

Proven Community Leader

While I have spoken at the national level on disaster preparedness, it is my work in the Winchester community that brings me the greatest fulfillment. After attending the city’s INSIGHT program, I served on the Winchester Social Service Advisory Board from 2011-2019. I also served on the Sinclair Health Clinic as Board Member, Board Chair, and Interim Director. Currently I am Chair for the Westminster Canterbury Foundation Board of Trustees.  I believe that healthy organizations require strong teams, and those in authority must use active listening as the foundation of leadership.

As a woman of faith, I am…

As a woman of faith, I am active in Sacred Heart church activities and completed the Shenandoah University Faith Community Program.

As the city continues to grow rapidly with the construction of apartments, sub-divisions, and assisted living, which are all needed, we need to make sure that we are listening to the people of Winchester and surrounding the city with the infrastructure to support the growth.

“I have known Kathy since 2004 when she became the Vice President for Nursing at Winchester Medical Center. I witnessed her spunk, perseverance, and determination to bring MAGNET accreditation to the nurses and staff.

I experienced the pride and joy and excitement that WMC enjoyed with this first ever designation. Kathy set the bar very high, and the hospital continues to be recognized for their outstanding patient care!

Kathy has always demonstrated strong leadership qualities and she has always been trusted to keep her word.  After retiring, her passion to serve her community was demonstrated as she served on the City’s Social Services Board, selected to be the Interim Director of the Sinclair Health Clinic, and then selected to be the Interim Director of Health Professions Programs at the Laurel Ridge Community College.

Her background, strategic thinking, experiences, and excellent communication skills, make her well-qualified to join and serve on the Winchester City Council. I am confident that she will be able to meet the “hurdles of city government” and will be extremely successful.

Put Education First

  • Ensure competitive salaries for teachers, nurses, bus drivers, and cafeteria workers
  • Support parents input/voices at the decision table
  • Work closely with schools to support their annual budget, alternative Education Programs and STEM in growing our future citizens

Keep Winchester Safe

Ensure an adequate budget and staffing for first responders including our:
  • Police
  • Firefighters
  • EMT/Paramedics
  • 911 Operators

Monitor Economic Impact of our City’s Growth on Citizens and Businesses

  • Control taxes and regulations —especially equipment taxes, personal property taxes, and meal taxes 
  • Emphasize improvements to parking, traffic, and green spaces
  • Housing and business infrastructure support

Increase Transparency

  • Bring professional and meaningful communications from City Council to staff and citizens of Winchester
  • Speak up and point out issues and when needed disagreeing calmly and using facts.  
  • Overhaul the system of strategic planning to include transparency at the earliest stages.
